IRC has been providing educational services to Congolese and Burundian children in Nyarugusu refugee camp since January 2014 and expanded educational services to Mtendele refugee camp in March 2016 and to Nduta in 2020. Services cover the spectrum of Comprehensive education from preschool through primary and secondary schools, Vocational Technical Education and Training (TVET), and higher education applications. The schools follow the national curriculum of the country of origin (Burundian and Congolese).
Job:
IRC is seeking a committed and enthusiastic Deputy Education Coordinator to lead the implementation of quality education programs throughout the Kigoma region.
The Deputy Education Coordinator is expected to provide leadership, management, and coordination of high-quality educational activities in Nyarugusu and Nduta, ensuring community and government involvement at all times.
The position holder will lead the timely implementation of educational activities, related to the quality and improvement of education, curriculum development, and evaluation, within the agreed work plans and budgets.
The Deputy Coordinator of Education will be responsible for the direct supervision of the education administrators, developing their capacity in the quality of education, improvement, development, and implementation of the curriculum, assessment (including exams), management project, and reporting.
The position holder will ensure effective coordination and communication with external stakeholders, including government representatives.
This position will be reported to the Education Coordinator.
Program management and implementation
- Lead the implementation of IRC educational programs, including developing detailed implementation, procurement, and spending plans and tracking progress.
- Oversee the implementation of the curriculum, its assessment and examinations, and the management of the school and its daily operation.
- Lead the implementation of national reviews, in collaboration with government and UN representatives. Effective coordination and leadership to improve the quality of education through teacher training and ongoing support programs.
- Ensure strong school leadership and management systems are in place.
- Hold regular meetings with project staff and community members to assess progress toward goals, discuss problems, and help find solutions to identified challenges.
- Review project budget expenses, monitor progress and address any challenges and monthly project expenses.
- Regular communication and coordination with the Education Coordinator on technical issues and project management.
- Lead the compilation of donor reports and regular updates as needed.
- Close coordination with relevant IRC departments (SC, Grants, Finance, and Human Resources) to ensure smooth implementation of all educational projects.
- Assess and respond to the capacity development needs of all direct reports and the broader educational team (education officer and M&E team), including motivated refugee staff.
Representation and association
- Support the Education Coordinator, when necessary, in representing the IRC at sector coordination meetings and interagency activities and in promoting IRC leadership in educational programs.
- Lead the implementation of inter-institutional evaluations.
- Program management and business development.
- Participate in the design of programs and development of new proposals in line with the Strategic Action Plan, Framework offsets to ensure adequate coverage.
- Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures and the IRC way.
- Report any violations of the IRC Sexual Abuse and Exploitation, The IRC Way, and Child Safeguarding Policy (TZ specific and global), as per the IRC Tanzania reporting mechanism.
- Participate in recruiting, training, and mentorship of camp-based staff
Professional Qualifications
- Bachelor’s Degree or higher qualification (Master’s Degree preferred) in education
- Minimum of five years of relevant, progressively responsible, professional experience in managing the technical implementation of complex humanitarian, development, or government education programs.
- Minimum 4 years successful staff management, and coaching experience
- Remote management experience is strongly preferred.

- A commitment to IRC’s mission and humanitarian principles.
- Receptive to building and maintaining positive relationships with people from all backgrounds, genders, cultures, and viewpoints.
- Demonstrable understanding of the Inter-Agency Network for Education in Emergencies (INEE).
- Experience in overseeing and managing multiple large education projects.
- Previous experience working with children, and especially vulnerable children required.
- Prior experience working with refugees, preferably in a camp setting and rural communities is desirable.
- Ability to work independently with a high degree of initiative required.
- Highly collaborative and consultative approach.
- Excellent IT skills: knowledge of MS Word; Excel and Outlook is needed.
- Excellent command of English written and oral skills and Swahili is required. Kirundi \ French is a plus.
