RTI is seeking a Director of Finance and Operations for the anticipated USAID/Tanzania Heshimu Bahari project, which will focus on supporting and enhancing Tanzania's marine biodiversity. This project will build the capacity of the public sector and civil society, increase private sector participation in marine conservation and coastal natural resource management, improve the enabling environment for the management of marine reserves and fisheries, and improve the availability and use of data in decision making. The Director of Finance and Operations will be responsible for overseeing all aspects of financial management, procurement, and operations, including systems implementation, budgeting, expense tracking, and financial reporting. They will be responsible for ensuring that the project complies with RTI and USAID policies, procedures, rules, and regulations. They will lead coordination in the above areas with the Department of the Interior, USAID, and partner organizations. The Director of Finance and Operations will lead budget development and control, grant tracking and compliance, procurement, and logistics for RTI in the field. They will proactively manage security and mitigate security risks.

The position is subject to its granting and financing.

The responsibilities of the Finance and Operations Manager include, but are not limited to:

  • Lead all project finance and operations, including general administrative operations, financial management, procurement, accounting, administration, human resources, information technology, and logistics.
  • Establish and maintain sound and transparent accounting and fiscal control procedures; Being able to quickly detect and deal with any fraud and/or corruption issues.
  • Ensures financial and operational systems comply with RTI policies and procedures, USAID rules and regulations, and local laws.
  • Works closely with the COP, technical staff, appropriate RTI headquarters staff, and appropriate USAID staff as needed to ensure project resources are effectively budgeted analyzed, spent, monitored, reported, and efficient to achieve the objectives and results of the project.
  • When necessary, work closely with key RTI employees, government officials, contractors, and USAID personnel to ensure full compliance with local laws (such as tax, shipping, customs, and registration) while integrating with existing systems and procedures.
  • Serve as liaison between RTI headquarters and the field office on financial and procurement matters.
  • Analyze and forecast project expenses regularly.
  • Support capacity building based on funding/operations from local partners/government agencies as needed for the program
  • Oversee the timely preparation and submission of monthly financial statements and reports (including expenses, accounts receivable and payable, bank reconciliations, and wire transfer requests).
  • Oversee project operations, finance, procurement, and administrative staff and provide training and supervision.
  • Provide oversight and administration of subcontracts and program grants;
  • Liaise with internal and external auditors in the review of the financial management of the project.
  • Science and Technology.
  • Proficiency in MS Excel, Word, PowerPoint, and Access is preferred, as well as working knowledge of accounting and purchasing software (particularly QuickBooks).
  • Demonstrate skills to build, mobilize and lead multidisciplinary teams.
  • Proven ability to work under pressure and multiple simultaneous requirements.
  • Excellent communication and interpersonal skills.
  • Fluency in spoken and written English. Fluency in Swahili is preferred.
  • Work experience in Tanzania.
  • Ability to travel and work throughout Tanzania.
