Work description

RTI is seeking a Team Leader (COP) for the prospective USAID/Tanzania Heshimu Bahari Project, focused on supporting and enhancing Tanzania's marine biodiversity. This project will build the capacity of the public sector and civil society, increase private sector participation in marine conservation and coastal natural resource management, improve the enabling environment for the management of marine reserves and fisheries, and improve the availability and use of data in decision making. The COP will be responsible for overall project performance, management, and implementation to ensure that all project deliverables are exceptionally on budget and on track. This position will provide project planning, supervision, leadership, and coordination. COP will build and maintain strong and enabling relationships with customers, partners, community, head office, and team relationships. They will provide technical assistance, coordinate with the local government, and support activities when needed.

The position is subject to its granting and financing.

The responsibilities of the COP include, but are not limited to:

  • Responsible for the general management of the project, including technical, administrative, financial, operational, and logistical management.
  • Provides a comprehensive vision of the project and leadership; Manages the design and overall delivery of the project.
  • Promotes and maintains effective professional relationships with a wide range of government counterparts, in mainland Tanzania and Zanzibar, local organizations, donors, and other stakeholders for successful implementation.
  • Oversees the preparation and delivery of high-quality deliverables to USAID, including quarterly, annual, and other reports required by the contract. This includes providing project data and information, reviewing documents for accuracy, and writing relevant sections as agreed with head office.
  • Guarantees synergy between the technical components of the project; Establishes good team-to-team planning, coordination, resource allocation, and communication efforts to support project goals.

Qualifications

  • Bachelor's Degree, 15 years of experience, Master's Degree, 12 years of experience, and Ph.D. and 8 years of experience, or an equivalent combination of education and experience.
  • Demonstrated experience in marine conservation, coastal natural resource management (NRM), and fisheries management, preferably in Tanzania and/or East Africa.
  • Ten (10) years of experience and progressive responsibility and experience in projects focused on community-managed marine protected areas, coastal and mangrove reforestation, management of marine protected areas, supply of seafood, access to markets, and/or artisanal fishing.
  • Five years of substantive experience implementing large international donor programs working with partners at different levels of government, private sector leaders, and other stakeholders to enhance civil society participation, capacity, and engagement in sustainable fisheries management and /o the management of coastal resources.
  • Demonstrate skills to build, mobilize and lead multidisciplinary teams.
  • Proven ability to work under pressure and multiple simultaneous requirements.
  • Familiar and experienced with international development contract policies and procedures, specifically USAID.
  • Exceptional interpersonal and communication skills.
  • Fluency in spoken and written English is required. Fluency in Swahili is preferred.
