Economist / Planning Officer (one position)

Grade: P2
Reports to: Deputy Executive Secretary (Projects and Programs).
Station: LVBC Secretariat Headquarters, Kisumu, Kenya
Main purpose of the work:
The LVBC Economist/Planning Officer will be a key member of the Planning, Monitoring and Evaluation team and will play a key role in the strategic planning and all aspects of the development of the Commission.
Duties and responsibilities:
- Take the lead in preparing the annual work plan for the committee and link it to the EAC development strategy and the LVBC strategic plan;
- Initiate and coordinate investment planning for the sustainable development of the Lake Victoria Basin;
- Promote innovations in the design, organization and management of LVBC programs and projects to improve the results/products of the Authority and ensure synergies and alignment between projects;
- Play a key role in the identification and analysis of trends, emerging economic problems and opportunities at the regional level in the Basin;
- Plan the events of the High Level Committee in harmony with the global calendar of events of the East African Community;
- Help the administration of LVBC to guarantee the active participation of civil society organizations and the private sector in the various aspects of basin development;
- collect, review and analyze data for use in investment plans, reports and policy recommendations;
- Plan implementation of strategies to disseminate information and feedback on agency activities to end users and/or stakeholders;
- Promote a positive corporate culture and image of LVBC and EAC;
- The others assigned by the Executive Secretary or his alternates.
Qualifications and Experience:
- Advanced university degree (MSc) in economics, development economics, macro/microeconomics, complex development issues, or related fields.
- At least 8 years of progressive and responsible experience in start-up; Design and plan economic development programs in a crowded government or private sector organization; At least 3 years must be at the higher level;
- Knowledge of multilateral and bilateral development agencies, procedures and processes.
Skills and competencies:
- Excellent technical skills in economics. A proven track record of excellence in analytical work on economic and investment topics.
- Proficiency in the use of standard Microsoft Office software;
- Ability to provide and obtain support for ideas, maintain collaborative working relationships with all levels of employees and senior government officials, promote and maintain a productive and collaborative team environment, and demonstrated ability to work with multi-disciplinary teams and in a multicultural environment;
- A solid understanding of development issues in Africa, in particular EAC partner countries, would be desirable;
- Familiarity with program and project design, including monitoring and evaluation information on project development outcomes, interventions, and implementation arrangements;
- Fluency in English.
Eligibility to apply:
After the decision of the forty-first meeting of the Council of Ministers, only candidates from the Republic of South Sudan have the right to apply for the position mentioned above.
Terms and Conditions of Service:
The above position is valid for a five (5) year contract, renewable once.

Educational Qualifications:
All candidates must have qualifications recognized by the appropriate national accreditation body in the Republic of South Sudan. This requirement applies to qualifications obtained nationally and internationally.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of the Republic of South Sudan.
Relevant Working Experience:
Internship, training and apprenticeship will not be considered as relevant work experience.
